【摘要】:90.2Scope.(A)Covered.Thisstandardaddresseselectricalsafetyrequirementsforemployeeworkplacesthatarenecessaryforthepracticalsafeguardingofemployeesduringactivitiessuchastheinstallation,operation,maintenance,anddemolitionofelectricconductors,electricequipment,signalingandcommunicationsconductorsandequipment,andracewaysforthefollowing:(1)Publicandprivatepremises,includingbuildings,structures,mobilehomes,recreationalvehicles,andfloatingbuildings(2)Yards,lots,parkinglots,carnivals,andindustrialsubstations(3)Installationsofconductorsandequipmentthatconnecttothesupplyofelectricity(4)Installationsusedbytheelectricutility,suchasofficebuildings,warehouses,garages,machineshops,andrecreationalbuildings,thatarenotanintegralpartofageneratingplant,substation,orcontrolcenter(B)NotCovered.Thisstandarddoesnotcoverthefollowing:(1)Installationsinships,watercraftotherthanfloatingbuildings,railwayrollingstock,aircraft,orautomotivevehiclesotherthanmobilehomesandrecreationalvehicles(2)Installationsundergroundinminesandself-propelledmobilesurfaceminingmachineryanditsattendantelectricaltrailingcable(3)Installationsofrailwaysforgeneration,transformation,transmission,ordistributionofpowerusedexclusivelyforoperationofrollingstockorinstallationsusedexclusivelyforsignalingandcommunicationspurposes(4)Installationsofcommunicationsequipmentundertheexclusivecontrolofcommunicationsutilitieslocatedoutdoorsorinbuildingspacesusedexclusivelyforsuchinstallations(5)Installationsundertheexclusivecontrolofanelectricutilitywheresuchinstallations:a.Consistofservicedropsorservicelaterals,andassociatedmetering,orb.Arelocatedinlegallyestablishedeasementsorrights-of-waydesignatedbyorrecognizedbypublicservicecommissions,utilitycommissions,orotherregulatoryagencieshavingjurisdictionforsuchinstallations,orc.Areonpropertyownedorleasedbytheelectricutilityforthepurposeofcommunications,metering,generation,control,transformation,transmission,ordistributionofelectricenergy.

【摘要】:ThisCENWorkshopAgreement,(CWA)bydesigncoverstheconventionalmunitionsdisposalpartofEODinmineaction.ThisCWAdoesnotcovertheclearanceofimprovisedmunitions,munitionscontainingbiological,chemical,nuclearorradiologicalcomponents.TheuseofthisCWAwillallowMineActionprogramstoenhancethecapacitybuildingprocessbyprovidingatoolforplanningandassessingthepersonaldevelopmentofstaff.ThewholeoftheMineActionsectorwouldbenefitfromusingthisCWAsincetheuseshouldenhancetheprocessofplanningandevaluatingstaffdevelopmentandcapacitybuilding.Additionally,theCWAshouldimprovetheQualityManagementprocessbyenhancingtheassessmentoftrainingandcompetencyofthestaffinvolvedinMineClearanceandEODwork.ThisCWAshouldbeusedtodefinethecompetencyrequiredbydifferentcategoriesofstaffontechnicalmattersrelatedtomineactionactivities.IntheCWAthreelevelsofcompetencehavebeendefinedusingexistingknowledgeandtheInternationalMineActionStandards(IMAS).LevelOneoperatorsarecompetenttolocate,identifyanddestroyunderappropriatesupervision,singleitemsin-situonwhichtheyhavebeenspecificallytrained.LevelTwooperatorsarecompetenttolocate,identify,move,transportanddestroymultipleitemsonwhichtheyhavebeenspecificallytrained.LevelThreeoperatorsarecompetenttoconductrender-safeproceduresandfinaldisposalofanytypeofexplosiveordnancewiththeexceptionofspecialisationslistedunderlevelfour.OndecidingtousethisCWAitmaybeimplementedusingtheprocessdescribedinthisdocumentasguidance
